It is learned that the couple carried out unauthorised building work on facilities including a pizza oven, a pavilion and a pergola without obtaining planning permission from the local council—an application for which had previously been rejected by the council. Their continued construction is deemed to have violated local planning regulations.
Crucially, their luxury property is adjacent to a Grade I listed church. Both neighbors and the council’s heritage team argue that these unauthorised structures have spoiled the scenic character surrounding the historic church, running counter to relevant requirements for the protection of historical heritage. The escalation of neighborhood tensions has further fuelled controversy around the incident. Some neighbors stated that the Horners installed colored lights on the unfinished structures, an act seen as disregard for and provocation of the opposing voices, and even accused of deliberately antagonizing neighbors.
